Officers
President-ElectLois Fegan
Lois has nearly 25 years of experience working in the criminal justice system. She started in local government before joining the Virginia Department of Corrections (VADOC) in 2007. During her 17 years with VADOC, she held several analytical, operational, and program management roles, ultimately serving as Chief of Restorative Housing. Lois has also worked for the Crime and Justice Institute as a restrictive housing policy analyst. Lois is currently a Research Analyst with the Virginia Department of Criminal Justice Services, where her work focuses on jails, local law enforcement, and community criminal justice programs. She has been an active member of the American Correctional Association for more than 20 years, has served on several committees, and currently serves as Treasurer of the Virginia Correctional Association. Lois holds a B.A. in Sociology and Criminal Justice, a M.S. in Criminal Justice, and is a certified Project Management Professional.
Vice PresidentJake Petzold
Jake W. Petzold serves as a Special Program Manager with the Virginia Department of Corrections, where he oversees Restorative Housing operations across the Western Region. In this role, he conducts site visits and institutional audits, supports policy review and development, provides staff training, and works with staff and leadership to strengthen operations across institutions. His public safety career includes service with the Virginia Board of Local and Regional Jails and the Office of the Governor's Secretariat of Public Safety and Homeland Security, providing experience across both state and local corrections. He also serves on two committees with the American Correctional Association and is a graduate of the Commonwealth Management Institute and Sorensen Institute's Emerging Leaders Program. As Vice President, he looks to grow VCA's reach, strengthen collaboration among correctional professionals, expand opportunities for engagement and professional development, and help prepare the next generation of corrections leaders across the Commonwealth.
SecretaryLibbie Miller, Ph.D.
Dr. Miller is the Manager of the Data Collection and Analytical Support Unit within the Virginia Department of Corrections' Research Unit. Since 2016, she has assisted in the development of technical, statistical, and research findings that are used to support the strategic goals and efforts of the agency. Prior to joining the Department of Corrections, Libbie spent nine years as the Senior Research Manager for Scantron Corporation. While there she oversaw the Research and Statistics Department, as well as designed evaluations and conducted research projects to support external and internal client needs. Libbie graduated from Randolph-Macon Woman's College with a BA degree in Biology. She then earned a MS degree in Poultry Science from Virginia Tech and a Doctorate degree in Human Genetics from Virginia Commonwealth University. Libbie has served previously on the VCA Board in the office of Secretary and as a past VCA President.

Board Member – At LargeLaura Allen
Laura Allen began her corrections career in 2001 as a counselor, building a foundation for more than two decades of work focused on rehabilitation, organizational improvement, and public safety. She has held roles including Agency Management Analyst, Institutional Program Manager, Unit Manager, Chief of Housing and Programs, and Project Manager for Programs, Education, and Reentry. She now serves as Project Manager for the Deputy Director of Institutions, supporting initiatives that strengthen operations. A dedicated member of the Virginia Correctional Association for 24 years, Laura consistently contributes to its mission. She also serves on the Critical Incident Negotiation Team, applying specialized skills in communication and crisis response. A Radford University graduate with a degree in Criminal Justice and a minor in Psychology, she is committed to evidence-based, person-centered practices. Laura is honored to be considered for the VCA Board and looks forward to supporting the association's continued growth.
Board Member – At LargeAngela Haule
Angela Haule is an accomplished corrections and juvenile justice administrator with nearly three decades of public service. She began her career with the Virginia Department of Corrections in 1998, advancing through progressively responsible security and leadership roles before transitioning to the Virginia Department of Juvenile Justice in 2005. Throughout her tenure at Bon Air Juvenile Correctional Center, Angela has served in numerous leadership capacities, including Administrative Captain, Shift Commander, Community Manager, Institutional Investigator, Special Advisor to the Superintendent, and Assistant Superintendent for Security. In May 2025, Angela was promoted to Superintendent Senior, bringing extensive experience in facility operations, security, investigations, staff development, policy, and organizational leadership. Angela earned an associate degree in Human Services from John Tyler Community College and pursued studies in Business Administration and Human Resource Management at Strayer University. Outside of public service, she enjoys traveling and spending time with her family.
Board Member – At LargeSandra Hoover
Sandra Hoover, BSN, RN, brings more than three decades of corrections and correctional healthcare experience to her candidacy. She began her career in the early 1990s as a certified corrections officer with the Virginia Department of Corrections, developing a strong foundation in institutional operations, safety, accountability, and secure environments. After becoming a registered nurse, she returned to corrections at Lunenburg Correctional Center and advanced through nursing, operational, and executive leadership roles, including Director of Nursing, Health Services Administrator, Regional Utilization Management Director, and Regional Vice President of Operations. Today, as Deputy Chief of Operations for VitalCore Health Strategies, Sandra provides executive oversight for healthcare contracts across state prisons, jails, and detention centers. Her background in security, clinical operations, compliance, utilization management, and multidisciplinary leadership equips her to contribute practical insight, sound judgment, and a commitment to safe, effective, accountable correctional healthcare.
Board Member – At LargeDr. Pulane Lucas
Dr. Lucas is an educator, policy scholar, nonprofit executive, and advocate committed to strengthening accountability, transparency, and leadership in corrections. Following the in-custody death of her son, Stanley Wilson Jr., she dedicated herself to understanding how correctional systems can improve custodial, medical, and mental health care; reduce preventable deaths; and foster partnerships with impacted families, community organizations, and academic institutions. She directs Uncounted, a civilian-led initiative documenting in-custody deaths and conducting research that promotes transparency and institutional learning through government, community, and academic partnerships. Dr. Lucas is President/CEO of Policy Pathways, a Richmond-based nonprofit that develops young people interested in policy studies and public administration. She has taught at Reynolds College School of Business and Virginia Commonwealth University's L. Douglas Wilder School. She holds a PhD in Public Policy and Administration from VCU, an MTS from Harvard Divinity School, and an MBA from Harvard Business School.
Board Member – At LargeTojuanna Mack
Lieutenant Colonel Tojuanna Y. Mack is the Assistant Superintendent of Riverside Regional Jail Authority and a correctional professional with more than 25 years of experience. Since beginning her career as a Jail Officer in 2000, she has served in numerous areas, including Housing, Security, Training, Compliance, Community Corrections, Reentry, and Programs. LTC Mack has provided leadership in accreditation, program development, training, and correctional operations. She has played key roles in successful Virginia DOC, ACA, FBOP, and ACRS audits and accreditation processes. She has also developed programs meeting state and federal standards. LTC Mack has served as Chief of Community Corrections and Programs, Major, and Assistant Superintendent, and as Interim Superintendent during a leadership transition. She attended Bluefield University where she studied Human Services, is a graduate of the National Jail Leadership Command Academy and has served on the Virginia Department of Corrections Statewide Recidivism Reduction Planning Team for Justice-Involved Women.

Mr. Murphy is a Licensed Professional Counselor in the Commonwealth of Virginia with over 20 years of experience providing counseling to men, women, and adolescents. Mark is an experienced Health Services Director with a demonstrated history in the correctional and behavioral health industry. He is skilled in 6 Sigma, Medical and Behavioral Health Integration, Team Building, and Healthcare Management. He holds a Master of Science in Community and College Counseling from Longwood University. Mr. Murphy currently serves as VCA At-Large Board Member.
Board Member – At LargeJose Quiroz
Sheriff Jose Quiroz moved to Arlington with his family when he was 5 years old. His parents are both proud immigrants from Honduras. After graduating from Bishop Denis J. O'Connell High School, Sheriff Quiroz joined the United States Marine Corps and served four years of active duty, honorably discharged as a non-commissioned officer in 2001. In January of 2023, he was appointed Sheriff of Arlington County and was elected the 19th Sheriff of Arlington County in November of 2023. Sheriff Quiroz is the first sheriff of Latino descent in Arlington County and the first elected sheriff of Latino descent in the Commonwealth of Virginia. He is a member of the Virginia Sheriff's Association, National Sheriff's Association, American Jail Association, and American Correctional Association.
Board Member – At LargeCaroel Selby
Mr. Selby retired from the Virginia Department of Juvenile Justice on January 1, 2008, after 35 years of service. He began his career as a teacher in March 1972 at Beaumont School for Boys in Powhatan, Virginia, and was promoted through roles including Assistant Superintendent, Superintendent, Regional Program Manager, and Certification Analyst. Caroel is a Professional Member of the Southern States Correctional Association and the VCA/ACA and has served as an ACA Auditor for Juvenile Programs since March 2002. He holds a BA in History and Government from Saint Augustine's College, a Master of Divinity from Virginia Union University, and a Doctor of Ministry from Virginia University of Lynchburg. He is an Ordained Associate Minister at First Antioch Baptist Church and serves as Moderator of The James River District Baptist Association. Caroel is a past VCA President (1990–1991) and currently serves as VCA At-Large Board Member.
Board Member – At LargeCurly Sellers
Curly R. Sellers began her career in 1998 as a Grievance Coordinator at Greensville Correctional Center. She progressed through roles as Counselor, Clinical Social Worker, and Treatment Program Supervisor. In 2004, Ms. Sellers became a Certified Substance Abuse counselor. She returned to DOC in 2008 as a Re-entry Specialist and was promoted to Unit Manager in 2010 and Chief of Housing and Program in 2013. Ms. Sellers is a Casework Counselor for VADOC. Ms. Sellers holds an AS from Tidewater Community College, a Bachelor's Degree in Human Services Counseling from Old Dominion University, and a Master's Degree in Counseling from Hampton University. She is a small business owner of Platinum's Event Planning and a Certified Event Planner. Curly Sellers is currently serving her 2nd term as Vice President.
Board Member – At LargeRobert Sykes
Mr. Sykes graduated from E.W. Wyatt High School in Emporia in 1968 and attended Virginia State University from 1968 to 1973, majoring in Political Science and History while working as a ward aide at Central State Hospital. He earned a master's in educational media in 1973. During his time at VSU, he was an ROTC cadet and joined the Pershing Rifles Honor Society (1969) and Kappa Alpha Psi Fraternity (1971). In 1972, he received his commission as a Second Lieutenant in the U.S. Army's Military Intelligence Branch and later retired as a Major after 21 years in the Army Reserve. Mr. Sykes began his VADOC career in 1973 as a teacher at Hanover School for Boys. After active-duty service, he returned to corrections, working in academic and security roles at Pinecrest, Powhatan, Deerfield, and Brunswick. He has served as a counselor since 1986 and currently works at Greensville Correctional Center.
Board Member – At LargeJune Williams-Hopson
June has been a member of VCA/ACA since 2002. She recently retired from Virginia Department of Corrections after more than 24 years of service. She started as a Correctional Officer at Coffeewood Correctional Center and was promoted to Sergeant at Virginia Correctional Center for Women. June was promoted to Captain as the Training Development Coordinator for Virginia Department's Academy for Staff Development. She holds certifications including Corrections Crisis Intervention Team, Dialogue Lead, Dialogue Coach, Dialogue Skills Trainer, and multiple DCJS Instructor Certifications. She was voted VCA Member of the Year 2014 and in 2025. June has previously served on the VCA Board as an At-large member, Membership Chair, President-Elect, President, and is currently serving as Past-President.
